   -Another mix of materials, another type of glass.
   -Treating the glass.
     And or making extra hard toughened glass. And also better softer layers if present.
  -A special coating or another coating.

Extra: Transpirant ceramics are also used.
           Improving them;

2:
-Better polycarbonate coating
- Another material then polycarbonate, better then polycarbonate for bulletproof glass.
  Tip: a polycarbonate sheet probably makes a hard sound when shot individual.

3:
- The best glass and polycarbonate (or another material) thicknesses for the layers
