 And the air pockets also have an effect.
  Also important they can deal better with heat

Other things to improve the bulletproof capabilities might be:
 Filling the holes with kevlar.
 Filling the holes with a special type of foam.

Dipping the whole design in a special type of rubber for a rubber coating.
