With medium hard steel a hole might be shot/punched in but there might be no breaking and or shattering. On the other hand hard and extra hard steel are harder but have more brittleness.
Steel plate layers

Two times extra hard, one hard layer and one extra hard layer.
Extra hard steel plate:
Heated to around 1075 degrees celcius and then put in a special type of oil or water
Heated to 175 - 350 degrees celcius for around two hours (baking)
Better rubber around the plate. flight deck ship rubber like material.
Other existing tempering processes:
Freeze tempering, cryogenic hardening. cooling the steel ballistic plate to around -185 degrees celcius. Mainly with liquid nitrogen.
Induction tempering.
