-Air: With propelors, insect like wings, or small ion thrusters, that accelerate air particles.
-Under water: With a propelor or propelors, under water gliding or fins.

And with all kinds of technology posibilities
Like: Flashlight, night vision, thermal imaging, radar, sonar, through wall, firarm shot locater, etc.
